Dr. David B. Cotton is currently the majority owner and Chief Executive Officer of Health Plan of Michigan, Inc. Dr. Cotton, has over 19 years experience in academic medicine with the years 1991-96 primarily devoted to running the Wayne State University/Detroit Medical Center Department of Obstetrics and Gynecology in his role as Chairman and Physician-in-Chief. During that period the Department achieved the status of being the #1 Obstetrics and Gynecology Department in the U.S. in terms of NIH grant awards and peer reviewed academic output. In addition, Dr. Cotton was administratively accountable for the Department of Obstetrics and Gynecology at 7 different hospitals. The operating budget of the Department was over $25,000,000 per year. During the period from January of 1991 until January of 1996 Dr. Cotton was able to fund over $4,000,000 into the Departmental endowment fund while still investing $3,000,000 in capital equipment for research, computing equipment and area renovation. This was largely due to Dr. Cotton's development of proprietary pathways and closely managed clinic operations. Dr. Cotton also developed extensive expertise in managed care and hospital contracting during his tenure as Chairman and Physician-in Chief of the Detroit Medical Center.

Dr. Cotton has been listed in the “Best Doctors in America” publication since 1994 and was recently named as one of the “Best 2000 Doctors in North America.” In August of 1997 Dr. Cotton was honored as one of the top 401 physicians in women’s healthcare by Good Housekeeping magazine.

In addition to his experience at the Detroit Medical Center Dr. Cotton also served as Medical Director of the Cape Medical Plan for approximately 9 months. During that period Dr. Cotton was able to assist the Cape Medical Plan in developing its quality improvement and utilization review programs for both its HMO application and its Qualified Health Plan application.

Dr. Cotton purchased Central Michigan Health Plan, Inc. (CMHP) in August of 1997. Since the initial purchase CMHP grew from 850 to 3000 members and the provider network grew from 2 to 57 physicians. CMHP purchased American Preferred Provider Plan of Michigan, Inc. in January of 1999 and Family Health Plan of Michigan in January of 2000. Now the combined program called Health Plan of Michigan covers 42 counties and has over 166,000 members. The provider network includes approximately 81 contracted hospitals, 2000 PCP’s and a specialty network of over 4700 participating physicians. In February of 2000 Health Plan of Michigan became a licensed HMO and achieved NCQA accreditation in May of 2002. In 2007 Health Plan of Michigan was rated 10th in quaility among all Medicaid health plans in the country, according to U.S. News and World Report.

Dr. Cotton has been responsible for negotiating contracts, developing care management programs, establishing new utilization management and quality improvement systems and overseeing the corporate growth.
