Dr. Cotton is currently the majority owner and chief executive officer of Health Plan of Michigan, Inc. He has served in that role for over 11 years. Health Plan of Michigan (HPM) is the largest Medicaid health plan in the State of Michigan. Since 2007, HPM has been ranked among the top 15 Medicaid health plans in the country, according to the U.S. News and World Report / NCQA's America's Best Health Insurance Plans. Dr. Cotton has been responsible for negotiating contracts, developing care management programs, establishing new quality improvement systems and overseeing corporate growth. Currently, HPM has over 2,400 primary care physicians, more than 6,100 specialists and 93 hospitals. In February 200, HPM became a licensed HMO and in May 2002, was awarded its first NCQA accreditation. In 2005 HPM attained its status of NCQA "Excellent" accreditation. In 2007 & 2009 Health Plan of Michigan was ranked #10 in the United States in terms of quality by U.S. News and World Report. Prior to the creation of health Plan of Michigan, Dr. Cotton had a successful 19-year career in academic medicine. In August of 1997, Dr. Cotton was honored as one of the top 400 physicians specializing in women's health care by Good Housekeeping magazine. Dr. Cotton has been listed in the "Best Doctors in North America" publication and has been named as one of the "Best 2000 Doctors in North America". Dr. Cotton's last academic administrative position was as Chairperson of Obesterics and Gynecology at Wayne State University and Specialist-in-Chief of Obestetrics and Gynecology for the Detroit Medical Center.
